Thomas Hindmarch is a Senior Employee Benefits Law Specialist in the Office of Regulations and Interpretations for EBSA in Washington, D.C. His responsibilities include drafting regulations, Technical Releases and other guidance implementing Title I of the Employee Retirement Income Security Act of 1974 (ERISA) and reviewing draft regulations, rulings and notices of other agencies. Prior to joining EBSA in 2009, Mr. Hindmarch was the in-house benefits counsel for the U.S. subsidiaries of a large U.K. multinational corporation where he was responsible for legal, tax and compliance matters relating to the controlled group’s U.S. employee benefit plans and other compensation arrangements and handled issues arising under ERISA, the Internal Revenue Code, government contract laws, U.S. securities laws, and other laws affecting such plans and arrangements. Mr. Hindmarch received his L.L.M. in Taxation from New York University School of Law in 1980, his J.D. from Wake Forest University School of Law in 1978, and his B.A. from Lafayette College in 1972.
